Plan your Estonia application

vm.ee decides the visa, the Police and Border Guard Board decides residenceSee the common routes, understand the hand-offs, then confirm every requirement on the official website.

01 / ROUTES

Choose the route that matches your trip

These are starting points—not an eligibility decision. Open the official route before you apply.
  • ↗
    Schengen C-visa

Visits up to 90 days when Estonia is the main destination, run by the Ministry of Foreign Affairs.

  • ↗
    Residence permit

Study, work, family or longer stays, decided by the Police and Border Guard Board, a separate authority with its own system.

02 / JOURNEY

What the application journey usually looks like

The exact order can vary by visa, nationality and application location. “If asked” steps are conditional.
  1. 01
    Confirm visa or residence permit

A short Schengen visit and a longer residence permit are decided by two different Estonian authorities.

  2. 02
    Complete the matching online form

The Ministry of Foreign Affairs' visa form and the Police and Border Guard Board's residence form are separate online systems.

  3. 03
    Book the matching appointment system

Visa appointments and residence-permit appointments are booked on different platforms, one per authority.

  4. 04
Use VFS Global if your country has one

VFS Global only receives Estonian visa applications in a named list of countries; elsewhere the mission handles it directly.

    IF ASKED
  5. 05
    Attend and give biometrics

Fingerprints and a photo are required in person for most applicants, with narrow named exemptions.

  6. 06
    Track through the deciding authority

Follow the notice from whichever office decided the case - the Ministry for a visa, the Board for a residence permit.

03 / BEFORE YOU START

Four things to know before you start

Two authorities, two systems
The Ministry of Foreign Affairs decides Schengen visas while the Police and Border Guard Board decides residence permits, each with its own online form and booking site.
Separate appointment platforms
Visa appointments are booked at broneering.mfa.ee; residence-permit appointments at the Police and Border Guard Board's own booking site.
A limited VFS network
Estonia's external service provider, VFS Global, only operates in 15 named countries; elsewhere applicants use the Estonian mission directly.
A six-month application window
A Schengen visa application cannot be submitted more than six months before the planned journey.

04 / PRACTICAL GUIDE

Estonia visa details that differ from the regional guide

Estonia splits short-stay visas and long-stay residence permits between two separate authorities, each with its own online system and appointment platform.
  1. 01

Confirm the right authority before applying

The Ministry of Foreign Affairs decides Schengen visas; the Police and Border Guard Board decides residence permits. Using the wrong one wastes the application.

  2. 02

Book the visa appointment on the Ministry's own platform

Every applicant, including minors, needs a separate appointment booked at the Ministry's own booking site before a visa application can be lodged.

  3. 03

A residence permit follows a different agency and system entirely

Study, work, family and other long-stay permits are submitted to and decided by the Police and Border Guard Board, not the Ministry that handles visas.

  4. 04

Keep the Schengen rule in view

For a multi-country trip, apply to the country that is the main purpose or longest stay. Use the first country only when stays are equal. The 90 days in any 180-day period are counted across the whole Schengen area.

05 / PREPARE

Information worth gathering before you open the form

Not every item applies to every route. Use the official checklist generated for your application.
  • Passport and previous travel-document details

  • Travel dates, itinerary and accommodation

  • Travel medical insurance for the Schengen stay

  • Evidence of funds and the purpose of the trip

  • Employment, study or sponsor information where relevant

  • Translations and route-specific documents requested locally
